投标人应具备的资格和业绩：投标人必须是制造商，在招标机构登记并购买了招标文件，并已在机电产品招标投标电子交易平台成功注册。投标人应具备15年以上类似设备成熟设计、制造经验，且须有500台（含500台）以上三维五轴激光切割机的制造业绩，且在成熟热冲压零部件厂家（3家（含3家）以上，如本特勒、海斯坦普、卡斯马、宝钢等）有业绩，并在投标文件中提供部分业绩合同首页复印件以及用户清单，用户清单包括但不限于以下内容：用户名、型号、联系人、联系电话。
